I went to their cited source Wikileaks and found zero results matching that exact phrase. Also searched shorter phrases and found no results that matched to the DNC or HRC. Most likely fake and I will assume as much until evidence is provided.
Sorry, they were discussing the Q&A on MSNBC with Ben Carson. Those are Ben Carson's words not people from the DNC. The DNC emails was quoting the Q&A and Ben Carson if you had bothered to read it. Here is proof Ben Carson said it. You can watch the whole thing or start around min 8 or 9.
In the comments above there is a link to the Wikileaks page of the email. I also linked a YouTube video above of an interview with Ben Carson showing those are his words saying that is HRC's strategy. Sorry but you are flat out wrong.
