Haitian national Jean Jacques was sentenced to 60 years in prison earlier this month for the murder of Casey Chadwick, 25, in her Norwich apartment just over one year ago.
The Department of Homeland Security’s Inspector General, which examined the circumstances that led up to the murder at the request of three Connecticut lawmakers, found the agency’s overwhelmed Immigration and Customs Enforcement bureau should have booted Jacques from the U.S. prior to the killing.
